In order for Minneapolis to be a sustaining and enduring city of tomorrow, through this plan, we must adopt a vision of urban resilience.
Preparing the City to Thrive
While Minneapolis is a successful city today, the city’s resilience is challenged by inequitable patterns. Local shocks and stresses include recent events of civil unrest and infrastructure failure due to changing climates, but also the city’s deep history in socioeconomic inequality and structural racism. Due to our geography, Minneapolis experiences more stresses (slow moving disasters that weaken the fabric of a city) than shocks (acute events with high impact), relative to coastal cities in the United States. A stress-heavy city like Minneapolis indicates that our solutions must be long term and systemic in focus to reflect the long term and systemic nature of our challenges.

Minneapolis’ Resilience Strategy is currently being developed, exploring three main discovery areas: Minneapolis looks after People, Minneapolis critically reflects on Itself, and Minneapolis looks to the Future. A resilient Minneapolis is a place where systems are constantly adapting and helping to realize a more equitable and just place to live.
Resilient Minneapolis 1.0 is the outcome of a process that engaged citizens and public officials to identify the city’s challenges and priorities, then articulated the areas where clear resilience principles and practices would have the greatest impact throughout the various scales.
